According to weddings.about.com, "The shower should take place anywhere from 6 months before to the week of the wedding. If many guests are traveling from out of town, it may make sense to have it close to the wedding, so they can attend. Otherwise, it can be nice to have it four months or more before the wedding, so that it will add to anticipation, without adding to a bride's last minute stress. (Some etiquette guides say to wait until after the wedding invitations have gone out, but I think it's fine to do it earlier, as long as all shower invitees will definitely be invited to the wedding itself.)"
For ideas for food, games, etc, just google "bridal shower".

Oh also - if your sister enjoys alcoholic beverages? A friend of mine had a bridal shower and it was a "Bar Shower". Everyone brought a bottle of booze and something for the bar (corkscrew, coasters, etc). Excellent idea!

I'd say about two months before is good. You could do it at a nice restaurant or the house of a friend/family member. Food, stick with finger food and desserts. Games, please do the toilet paper wedding dresses.
Some sort of quiz about how well the bride knows the groom is usually fun too. There are so many versions. I watched something recently where the MOH asked the groom questions and recoded his answer on video. At the shower, they asked the bride the questions and played his answers back.

) The ideal time for the shower is 2 months before the wedding. You don't want to get any closer than that, but a little further away is fine. You should really call the rest of the bridal party and try to get them involved. You shouldn't have to do this alone. To save money, if someone can have it at their house, that's awesome. Since it might not be good weither that time of the year it has to be indoors so you may need to rent something out. Just google search for games. Before you do favors or food, tell the bride you need her guest list. Then keep pushing for it lol. You need to know how many people she's inviting before you can decide some things. I personally am all about cute $1 favors or make them yourself for $1 or less. If she invited 50 people and you spend $2/favor that's $100 just on the favors! Thus, getting the guest list and the rest of the bridal party. It's expensive, try to get everyone involved so you don't foot the whole bill. If you need any help PM me i'm becoming the bridal shower guru

My BFF had a "liquor and lace shower". It was co-ed and girls brought lingerie and guys brought liquor. They used it for the wedding and it cut back on their costs quite a bit. She did have a regular shower too though.

Also themed ideas are good. Is there anything your sister likes specifically? I've been to a shower where the bride loved ducks so as favors they handed out little bride and groom rubber duckys and for something like a kitchen/homemaking themed shower you can have people bring their favorite recipe for the bride and center games/door prizes around kitchen items.
