How it works is, you put in your amount, if the price seems reasonable then priceline will look for an airline that will accept that price. If its too low, it will flash a little red message telling you your chances of having youru price accepted. Next you put in your CC info and then off goes Priceline to search through all their engines trying to find an airline that will accept that price. If they find one that does, priceline automatically buys the ticket for you. If they don't, they'll tell you and your CC wont be charged anything. The catch is that once they buy the ticket for you there is not refunds. You take the ticket they get for you, whatever it is. That's the only thing I don't like, you don't chose your exact times and stuff. I've used it for hotels several times though, I like using them for that alot.

They will only charge the cc IF your offer has been accepted. If it hasn't , it won't charge it, but it will tell you to go a bit higher if you want them to accept your offer.
