Not for Navy. Navy does not do overseas screening for Hawaii. Victoria--My 6 yr old was in speech from age 2-5 and on an IEP when we moved here. He was in the special needs pre-k in FL and when we moved here I used the IEP to get into the special needs pre-k here. My son has always seen military doctors and they've never mentioned EFMP for this reason. I'm EFM and honestly, it's a PITA unless you really feel you need it. I would not do it for a speech delay unless he has some other underlying medical problem that is causing the speech delay. |

the one thing EMFP is used for is billeting and orders-
recent case in the CG- a child was severely speech delayed- had IEP and speech therapy - they were not enrolled in EFMP - the recieved orders to AK- small town no wheresville AK- they then did some research and found there were very limited civilian services where they were ordered to go- they then applied for EMFP- to get out of the orders- they were approved for the EMFP BUT the member is now doing a 3 yr unaccompanied tour in AK while the spouse and child stayed behind in VA. the CG told them that they knew the EMFP was manditory- they knew their child was special needs- and since they did not do what they were suppose to do they will suffer the consequesnces... detailers and commands do not like to see this - and regardless of rank and time in service- if you choose to not enroll in a manditory program you too could end up like this family. the program is designed to help the service member ensure there are service available- acting as liason between the miltary world and the civiilan world. yes there are problems with the program, but over all a great program and should be utilised by al members as needed. |
