Which forum are referring to when you say PC?

Private Channel is protected, I don't think the Photo Contest thread is but I will double check to be sure!

Can I discuss with someone else, quote in a PM or post, etc., something discussed in an Private Channel?

I don't believe so based on the description of the forum:

This is a private and protected communication channel between you and the staff team. Information shared and discussed in this section is between you and Staff only. Other members will not be able to see your posts here.
But when we wrote that I think it was more to be on the side of, staff will not share information with the board that other posters put there. Let me check and see what the deal is for the other way around. (If it's something I brought up you can PM me too and I'll try to clarify).

I was advised to not post information from PC in other threads, not sure if that applies to PMs or not.

I would say use your personal judgement because if both parties though the conversation would be private, then is it right to spread what was said around? It would also depend on how personal or private the topic is.
If a Mod is using the PC to be nasty about about another member I would bring it to another mod first. If it is general policy issues, then I wouldn't consider it being private. If the mod is telling you something personal you would think was said in confidence, then it may be allowed, but is it morally right?
If you want my opinion on your relationship or life issues, just ask Villanelle!

I don't know if it is considered to be said in confidence.
