This is one of the most contemptible actions the military or a psychiatrist can do. It was used commonly and constantly during the Vietnam War to get rid of guys who were suffering, so they could continue to lie about how war affects people. Ditto today.
Moreover it is also incorrect. If someone was okay enough to get into the military and get sent overseas, then you can't blame his problems on a pre-existing psychiatric condition. Sorry guys. It won't wash...

It is still used quite a bit, thankfully the VA doesn't put much weight into it.
