We went to one after my DH got home from this deployment. It was called Yellow Ribbon ceremony and it was not very beneficial. They had classes set up like: financial help, stress/anger management, militaryonesource, marriage, etc. Ours was kinda unorganized and nobody really wanted to be there but maybe yours will be different!
We got a lot of free stuff from it though... yay!

We had a yellow ribbon event, but not sure if it's the same as program. It did the things you described, but it was about 45 mins. away from us and it was before deployment.
