Have you checked his mouth to make sure he does not have a sore in there or something stuck between his teeth or worse yet a bad tooth?

Are you feeding him/her soft food? That contributes to it, and isn't good for their teeth.
Have you looked at the teeth? Are they in good condition? Maybe try brushing them or try minty/tartar treats

definitely checked my cats mouth, he hated it, and there was nothing but a cute cat tongue, teeth (with nothing in between them), and at the rate he cries for food I dont think there's sore or a rotting tooth because he'd be in too much pain to want to eat so much.

Do they sell breathe/teeth treats for cats like they do dogs?

i give him greenies occasionally and he still stinks.

Bad breath can be a number of things, kidney disease, liver failure etc. However, it could be as simple as the teeth needing cleaned. You can try to brush the teeth and see if your vet has some chlorhexidine spray or treats which will help. There is also a good dental diet called T/D that is made not to "explode" upon chewing so it brushes the teeth, but until you have his mouth looked at you may not find a cause and have to deal with kitty halitosis.
