Zoe, not sure if you are asking for you, but I don't think they'll be able to do anything for you since you are not citizen. When we were stationed in Japan, my German passport expired and I had to go to the German embassy in Tokyo to get anything done, the passport office on the installation was only able to help American citizen.

Of course things might have changed by now, so disregard if that is the case!
