If you decide to live in norfolk and dont have a preference for a washer and dryer and dont mind not having central air then i TOTALLY recommedn riverside terrace off of newport ave!!! They are VERY reasonable and nice with all the utilities included. They really match up to some places who don't offer all utilities as well. But it really depends on the amenities that you are looking for. They dont have a gym or anything but a rec center is right across the street from them. And central air isn't included bc all the utilities are but you can bring your own window units and the rates still compare well to others around.

And the staff is pretty nice and upfront. Nice neighborhood. But it really depends if you're looking for norfolk or not. They are also near the interestate too.
