I doubt this will help but you could call them and at least ask their advice.

    US Marine Corps Reserve Center
    - maps.google.com
    314 Graves Mill Rd, Lynchburg - (434) 239-1719
    Directions and more

    US Army Reserve Center
    - maps.google.com
    314 Graves Mill Rd, Lynchburg - (434) 239-4859
    Directions and more

Norfolk, VA is about 3.5 hours from you. DC is also about 3.5 hours form you.

I know the drive is going to suck, but I think it's probably going to be your best bet. I've never heard of a no fee passport being done anywhere other than a military base.

Have you tried calling the base that is 4 hours away where you know you can get the passport? They should be able to tell you if there is any other place/way to do it. I'd trust their advice because they know the specifics while most of us probably dont.

    Taken from here: http://travel.state.gov/passport/get...nofee_836.html
Where do I apply for a No-Fee Passport?
The United States Government only issues these types of passports to individuals traveling abroad in connection with official employment. No fees are charged for the issuance of these passports. The type of passport issued is dependent on the purpose of travel or the Government Agency sponsoring the travel. Applicants for these types of passports should contact their respective travel offices for instructions on how to process these applications.

    * Military applicants should contact their installation travel office.
    * Federal Government Agency personnel should contact their Agency headquarters travel office.
    * Peace Corps should contact their travel office.
    * Department of State personnel should contact their Bureau Executive Office or Personnel Technician.
