driving in VA - NorthEastern U.S

Hey Norfolk area ladies/gents! I am planning to move to VA in Dec/Jan. We will be renting an apartment. Problem: My fiance (we'll be married when we move) doesn't have his license right now. Will they let us live off base with a living stipend if he doesn't drive? We plan to take care of his license and car as soon as the wedding and move are taken care of. This may be a silly question but I'd hate to get down there and find out I can't live with my husband over something so silly. Thanks!

Question... what rank is he? I think below E-3 & unmarried has to live in the barricks/ on ship. If he's above that, he can get rides to work, take a taxi, ride the bus..

sorry.. i must have missed that in the OP. Just have him hitch a ride with a friend or take the bus until you get a car. Once you have a car, you can always drive him.

i have a car, but i'll be working. just want to make sure we're allowed to live off base and get BAH if he doesn't drive, that's all. thanks for the info!!
