Changes to visa regulations

I just read an article in Slate:

Basically, the INS is now enforcing a law that states that journalists from allied countries need a special visa in order to visit the states, whereas tourists can visit without aquiring a visa at all. What do you think? Do you think journalists should be treated differently from tourists and if so, why?
