    The purpose of DLA is to partially reimburse a member, with or without dependents, for the expenses incurred in relocating the member's household on a PCS, housing moves ordered for the Government's convenience, or incident to an evacuation.

    well since they don't ship our vehicles to japan we haveto leave them here and need cars to get around so I think it does count

    I don't think so. I think you are entitled to per diem and mileage usually also. Gunsgirl is a pro on all that stuff though so she'd be a great resource.

    You get DLA no matter what. So yep you should get the allowance! That stinks about the car and Japan stuff, I didn't know that. (But DH just confirmed it, lol).
