well you are going to be closer to Richmond than you will be to Hampton Roads so I cannot tell you what housing and stuff is like.
As for schools it depends on what degree you are wanting but VCU is a great school... my mom go her PhD from there and enjoyed it a lot.

My brother lives in Chester, which is about 15 minutes from Ft. Lee. The PX and Commissary are new, we haven't seen much else of base, since we didn't go on base very often. Looking for a home off-base I would avoid parts of Hopewell and Colonial Heights.
