    I wasnt sure how this works. But for a soldier to live off base either state side or overseas he must be married or a NCO? correct?

    More then likely yes. They have the rank restriction to prevent financial problems.

    It also depends on the base and what they have available. My DH was able to move downtown as an E-4, some places you need to be an E-5 and above.

    DH moved out on the town when he was an E-4 too and that was before he was married

    It depends. DH moved off base as an E-4 before we were married.

    Yup...the AF base we were at before DH got kicked out of the barracks when he made E-4, but here you have to be either married or an E-6 to move off, just depends. The E-6 rule here sucks, DH's best friend is and E-5 and 32 years old and he has to live in the barracks, he hates it, I think its pretty stupid, but thats the military I guess, lol.
