I just did all of this crap last year but I'm drawing a blank.

Here we go, I found this on the DFAS site:

    Temporary Lodging Expense (TLE):
Temporary Lodging Expense (TLE) is intended to partially reimburse soldiers for lodging and meal expense when a member/dependent(s) occupies temporary quarters in CONUS in conjunction with a PCS.

    Temporary Lodging Allowance (TLA):
TLA is used to partially reimburse a member for the more than normal expense incurred during occupancy of temporary lodging and expense of meals obtained as a direct result of use of temporary lodging Outside Continental United States (OCONUS) which do not have facilities for preparing and consuming meals.

SOOOOO, it would be TLE once you arrive in the US.

Yes He should be paid for 10 days before you all leave.
Where are you going to stay in SD? We moved from Hawaii, then packed our condo up and came out here to San Diego.
The AntiSub warfare base has a nice temp lodge and so does Point Loma Sub Base

We are already packed out and are staying w/a friend right now until we leave to San Diego.. So we aren't staying at a hotel here in Hawaii. But we want to stay at a hotel when we get to San Diego.. so our question is ... do we have to apply for TLE now before we leave so that we get TLE when we get to San Diego?

I already booked the Navy Lodge on 32nd.. so we'll be staying there. Dh will have 30days off .. its gonna be nice!

We just left Hawaii in 2007.
We only applied for our TLA there.
TLE was done on this end. In order to get all your TLE you will need receipts. You can see if they'll give you a partial TLE but they wouldn't do it for us.
We received our DLA, 1 day per diem, and plane tickets.
PSD screwed up our TLA, we had to pay our hotel on a credit card and had to deal with them after we left the island.
But PSD Hawaii would only deal with Hawaii stuff, they did not do anything for our CONUS end of the move.

In 6 PCS moves we've never had to pay out of pocket, but leaving that island we were stuck with alot out of pocket and on the credit card.

Oh and unless they've changed it (which I doubt)
PSD won't pay your TLA (hotel expenses) in Hawaii until you've paid them. Basically they reimburse now instead of paying for you. That we were unaware of as well so it caught us off guard. A friend of mine and I were just talking about that the other day (they moved a year or so ago off the island)

It's much easier going to the island than leaving the island.

Good luck! And enjoy your new duty station.
