Ours said something similar and we were told 30 days after our move out date. He called command to see the date they needed him there. It was shortened by two weeks
Can he call the new command?

Usually there is a "Report No Later Than" date and that's the latest he can report. On our orders, it says "Detach in Feb, Report no later than March 3" which means we can detach anytime in Feb and take up to 30 days to move, but we can't take more than 30 days and it can't be any later than March 3rd.
