On board a ship, it's a safe bet to wear pants.. I'd wear dressy slacks and a nice top. It's not a "formal" situation so you can wear pants..

I wore a skirt and sweater to G's re-enlistment in 2001 (it was indoors), and wore slacks and a sweater to his pinning last year..

Well, I'm what I am and I'm what I'm not
and I'm sure happy with what Iíve got
I live to love and laugh alot
    and thatís all I need

Reenlistment Ceremonies on the "Mighty MO" are absolutely fantastic. Clark Thompson who is the liasion there gives you a twenty minute brief followed by your SO taking part of flying a U.S. Flag for his reenlistment. It is very touching.

I would also agree that dressy slacks and a nice top would be perfect.

    Enjoy!!

DHs last reenlistment was on a windy pier and it was chilly so I wore a pair of slacks and a nice sweater.
    Needs work.
