Hi,
My friend is an E-5 and recently moved out of the barracks. He wants to receive BAH but seems to be having trouble figuring the whole thing out, so right now he is paying rent with his regular pay. He's the one in the service he can very easily get the information if he just asked. He should have gotten BAH settled before moving out.
There really isn't much you can do to help him as he's the one with the access to the information not you.

I thought Marines weren't allowed to live off base unless they are married (at least for E-5 and below).
That could be why he isn't getting BAH. He definitely needs to find out if he's authorized to live off base. Just asked DH. He said that it depends on the unit. They don't let single Marines live off base in Hawaii because of the cost of living, but other places they do.
