General COLA question - Military Benefits

I went here to see how much COLA would be for Sigonella and it's telling me two different amounts for "per period" Does that means we would get that amount from the 1-15th and the other amount for the second pay period?

Plus I didn't know COLA was calculated by rank. I thought everyone would get the same. Am I understanding correct?

Yes, you get the two amounts. One for the first half of the month and the other for the second half.

And yes, it is based on rank, time in service and # of dependents.

Yep, and the amount can change based on the exchange rate. Some how DH's went down yet the Euro is up... Stupid.
