depends on the wait at the office you go to, but its all done right there while you are there if that is what you are asking

You have to have your sponsor or someone with POA, but when MIL and I went to get me set up, we were only there for a half hour and I walked out with a shiny new ID with an atrocious picture.

ETA: If you can, make an appointment. If we hadn't, we would have been there for hours.

if you have a poa you can go alone otherwise your sponsor has be with you. it just takes a few minutes really.. if he has already added you to DEERS then you just have to give them the 1172 form and your id and marriage license along with a birth certificate for any kids and for yourself (all documents must be certified originals not copies) and your ss card. you shouldnt need anything else. you do not have to go to the base where he is you can go to any military installation in you area... i am no where near an army base so went to the closest coast guard station to get mine and for my kids (any kid over age 10) after you have that stuff you can also go to set up in Trocare as well at the same time.

Do I have to have a birth certificate? I've lost mine and put in for a new copy, but it will take something like 3-4 months to get a new one. I do have a current US passport and social security card.

I have nothing yet. We are having our civil ceremony on Tuesday and he will be leaving about a week after that and we're hoping to be able to get this taken care of before he goes.

you MAY not need it maybe they will take ur passport and ss card plus marriage license.. since he will be with you it might be fine. just call the office and make an apt and confirm with them all the documents.
