some branches are trying to keep people from staying on or signing up so im not sure if they are getting 100% rid of them, but they will be alot less and not as easily offered

The military as a whole is sort of flooded with people wanting to join now, since it's just about the only certainty in the economy.

With the current economy I would imagine that sign on/re-enlistment bonuses at least will get smaller.

There are many that don't have that already.

My husband just reenlisted a few weeks ago. He got his bonus. So I don't know how true that is.

Depends on the MOS for the army. Some jobs are easily/cheaply replaceable so if you don't re-up it's no big deal for the army to replace you.

Very much no. DH got a reenlistment bonus the first time he reenlisted. The second time he did not. I would have been nice to get one but alas what can one do?
