If they have served 6, and then promise/enlist for four more (totaling 10), then they can transfer it.

Do you mean the Montgomery GI bill, or the post 911 GI bill? My understanding was that it was up to the individual services for the post 911 GI bill, and they have yet to issue official policy on that.
    http://www.gibill.va.gov/S22/Transfer.htm

On another website, http://www.gibill2008.org/about.html , I read that it would be allowed based on time in service, something like at least 6 years active duty to transfer to spouses, and 10 years to transfer to children, but I didn't see that info anywhere on the VA website. I just went back and looked at the second website, and I don't see it on there now. Maybe they took it off because there is nothing official?

If you are talking about the Montgomery GI Bill, here is the link:

The eligibility is on page two of the above link.

No. Post 9/11, as of the latest info, explains that they have to either have ten years, or have served 6 years, with a promise (I am assuming enlistment) to serve 4 more.
