I've never put water in meatloaf before
I usually just combine all the meats and onions and garlic and egg and stick that in a pan, covered, and bake for a while then make tomato gravy or some other sauce to go over it. I would think if you're talking about one pan, you could just add more water until the potatoes are half-covered and watch it until they are cooked and the water is gone?I was no help Hopefully someone sees this and can assist ya!

The only water I put in my meatloaf is like, 1/4th cup, with beef bouillon.

I put milk, eggs and tomato sauce in mine. I am not sure what this potato thing is. I would think you cook the potatoes separate?
