Where are you right now? Your "Location" says Pearl Harbor, but I'm assuming you're not living there right now? Just wondering if there might be a military legal office near you that you're not aware of.

You could always schedule a consultation with an attorney. Many will do a first consultation for free.

If you aren't near a base, then yes, you should consult with a local lawyer about what you can and can't do during a deployment. You may be able to draft a legal separation or something. Simply retaining an attorney would be a pretty good indication that you are serious.

You can contact an attorney, but chances are you will not be able to get a divorce until he returns from deployment. You may also need to contact a local attorney to be able to get a divorce in Ohio. You will need to look into the residency requirements in order to make sure you can get the divorce there.

Here in MD the courthouse has a place where they offer free family law advice. I don't know if they offer anything like that elsewhere, but it's something to look into.
