Is this tax credit for the military as well? Has anyone seen a refund in their paycheck from this credit yet?

Im a little worried....this extra credit isnt "free"money.....we'll be paying for it next year on our taxes. Everyone seems to be around $20-30...my dh is getting $64....that seems to be way too much. Is anybody savy on this issue? I dont want uncle sam to be giving us more than we should recieve.
