Our experience with Navy legal when it has come to POAs has sucked; they always seem careless and not helpful. If your name isn't on it/something even with your name would need his signature get a POA for it. It's better to have one and not need it than need it and not have it. Idk if its Navy wide, but they legal office here will no longer do a general POA since they're not accepted often.
We always get:
Housing - specific company name w/ ability to change allotment, terminate lease, pay anything for it, sign new lease
Vehicles (if your name isn't on the title) - make payments, have maintenance done, ship (if applicable), renew registration, insurance
Bank/financial institutions - any credit card (one per company to deal with account), deposits, withdraws, etc.
PSD - any pay issues (you need MyPay login info without a CAC because PSD in our experience will not give you an LES), W-2
Taxes (if applicable) - be able to file for him if you don't file jointly
Don't count on automatic payments to go through and don't count on just having login information. It might be excessive but it'll be worth it if something goes wrong and he can't access anything to get it fixed for 2 months because he's on mission. Unfortunately subs don't tend to have the same communication abilities surface does so it's better to be over prepared. Also, make sure your DB knows he can get POAs done on his boat with an 0-4 signature if something comes up after he's already gone.
DH is gearing up for deployment as well, so we're getting everything in order right now too.
