Is the Shutdown the Constitutions fault?

I just saw this article on facebook and it is a really interesting read. I have to say i kind of agree with it, i dont know how correct the data is about other presidential democracies failing but i have certainly found myself thinking lately why there isnt a fail safe or a way to prevent situations where the government shuts down. what do yall think?

The shutdown is the Constitution’s fault

personally, I feel that the constitution was designed with a little bit of ambaguity in reguards to keeping government efficent. When he govt is not efficent, people can go about their lives

I agree with the artcle. I feel like our system doesn't work anymore and needs an overhaul.
