I think that it's fine if they have them, but I think in a position like that they should be covered up. Actually, I think in any professional postion they should be covered up.

I don't see why it really matters as long as it's not vulgar or explicit. If a male teacher had a tattoo of a naked female or if any teacher had a tat of a weed plant or something, I may be singing a different tune but as long as they are not against the dress code, I don't really care

I don't think it matters in the slightest. I think, as a country, we are or should be a little more progressive in our thinking, kwim? A tattoo isn't going to hurt anyone. In fact, I think forcing people to cover them is MORE distracting to the students(Why is Mrs. James wearing a turtleneck in May?).
