With our previous commands, when they have been looking for a new one, they've put the word out in the command. Then you submit a letter of intent (a letter saying why you want to be an Ombudsman, why you'd be good at it, etc) and possibly a resume to the CMC. He looks it over, and gets it to the CO. If they're interested, they'll call you in for an interview (ours here are done with the CO, CMC, and the current Ombudsman).

The whole thing is a lot like the application/interview process for any civilian job.

A friend of mine is the ombudsman for my husband's current command.
the previous ombudsman PCS'ed and recommended my friend so CMC asked her if she would like to do it!
Control is an illusion, you infantile egomaniac. Nobody knows what's gonna happen next: not on a freeway, not in an airplane, not inside our own bodies and certainly not on a racetrack with 40 other infantile egomaniacs.- Days of Thunder(Nicole Kidman)

There's an application and interview process.
