More than likely because it is overdue. If he didn't make payments in the past why should USAA trust that he is going to make them now? Does that make sense?

Exactly how "overdue" is this credit card? I only ask becuase taking the issue to court doesn't happen for missing a payment or two. I would say that answer is the answer to why they are not willing to work with him on payments. Think of it this way, he is overdue - meaning he has not made the payments as agreed, why would they enter into another agreement with him knowing what they do about his payment history? That wouldn't be smart business.

once they get a court order for payments then they may allow for him to make payments on the court ordered amount.
is there no way he can get a signature or collateral loan to pay the 3,000 before it goes to court? or can he borrow the 3 grand from a family member?

My mom always says "Even if they say they want it 'paid in full', they aren't going to turn away money!"
Why not have him start sending money to them? That way it will be getting paid off, maybe even before the court date (then most likely he wouldn't have to go) and if not he can at least take his check stubs to court showing that he is trying to fix this. I have a bill they keep saying they want it paid "in full" trust me, my checks are def being cashed by them. Just start sending money.

Is it being handled by a collection agency? The agencies usually can set up some sort of an arrangment and/or lower the balance by offering a settlement.
