Navy SR questions... - After Active Duty

So my hubby is trying to do a Top Secret job in the Reserves.... he has had some negative history, but that was 8 years ago. So we are pushing on and going to give it a shot, but his recruiter said that if he didn't pass the clearance (which he might not, but it's worth it to try), then he would have to go back to being an FC, which is undermanned, and that means he couldn't be in the Reserves (and couldn't pick another job that is just Secret at that point either). Is this true? It's an all or nothing type deal?

The Reserves are kinda crazy like that but I would get a second opinion from a Recruiter at a different station.
